The University Council

The University Council is a managing body which consists of 31 members, 21 of whom are the University representatives, 5 are the representatives appointed by the Government and 5 are elected by the Student Parliament of the University.

The Council members’ term of office is three years except for the student representatives of the Council, whose term of office is one year.

The Councils of Faculty groups shall elect 20 members of the Council in the following way:

- The Council of the Social Sciences and Humanities group: 5 members
- The Council of the Medical Sciences group: 4 members
- The Council of the Sciences and Mathematics group: 4 members
- The Council of the Technical and Technological Sciences group: 7 members
The Council of Institutes shall elect one member.
One Faculty, or Institute may have only one candidate who is a member of the Council.

The University Council has its President and Vice President. The President is normally the Chairperson, and shall be elected from the members of the Council who are the University representatives. The President and the Vice President shall be elected by the Council by the majority of vote in a secret ballot.

The University Council shall:

  • pass the Statute of the University;
  • elect or dismiss from duty the Rector and the Vice Rectors of the University;
  • adopt the financial plan of the University;
  • adopt the operating statement and the annual financial statement of the University;
  • be informed about the operating conditions, results and problems of higher education units which have a status of a legal entity within the University;
  • pass an investment plan;
  • give consent to the decisions about University assets management;
  • give consent to the distribution of financial means;
  • take a decision on the tuition fee amounts for the studies organized by the University;
  • prepare a report on the University operation at least once a year;
  • pass a general act on the matters of the student discipline;
  • discuss a special budgetary plan for the financial matters of the University and its units;
  • appoint managing bodies, i.e. the representatives in the managing bodies of organizations whose founder is the University and perform other duties related to the founder’s rights, in accordance with the Law and this Statute;
  • address the questions of the students’ standard and give suggestions to the regulators on how to improve the conditions in this area;
  • perform other duties in accordance with the Law and this Statute.

The work of the Council and the passing of decisions shall be regulated by the Book of Rules.
